Few entrepreneurs move fluidly between the startup world and the corridors of the Pentagon, but Justin Fulcher has managed exactly that. His career traces a line from co-founding a telemedicine company in Asia at age 21 to advising the U.S. Secretary of Defense on acquisition reform a trajectory that says something about what it takes to build technology that actually holds up in demanding environments.
A Telemedicine Startup in a Challenging Market
In 2013, Fulcher co-founded RingMD, a platform designed to connect patients with physicians remotely across Asia. The challenge was not simply technical. In many Asian markets, mobile connectivity had outpaced healthcare infrastructure, leaving large populations without reliable access to medical professionals. RingMD built its systems to function where bandwidth was inconsistent and traditional care models were absent or insufficient. Fulcher described the problem plainly in a 2020 interview with Charleston Digital Corridor: “Healthcare is one of those things that affects everybody. Without the basic, fundamental healthcare access, it handicaps many parts of the world.” By 2017, this work earned him a place on Forbes Asia’s 30 Under 30 list in the Healthcare and Science category. Fulcher has since transitioned out of daily operations at RingMD, remaining connected to the company as a board member and minority shareholder without holding an active management role.
From Startups to the Department of Defense
In early 2025, Justin Fulcher joined the U.S. Department of Defense as a Senior Advisor to the Secretary of Defense. His mandate centered on reducing friction in defense procurement and accelerating the adoption of new technologies within existing institutional frameworks. Justin Fulcher contributed to reforms that compressed software procurement timelines from years to months and modernized key IT systems across the department. He also participated in senior-level international dialogues in the Indo-Pacific region. Outside of government advisory work, Fulcher is pursuing a Doctorate in International Affairs at Johns Hopkins University’s School of Advanced International Studies, following a Master’s degree in Nonproliferation and Terrorism Studies from the Middlebury Institute earned in 2023. His current focus areas include defense technology innovation and supply chain resilience, with particular attention to critical materials such as rare-earth elements.
